Policy 2.4 Role of the Chair and Vice-Chair
The Chairperson, or designate, shall be the official spokesperson to the news media for the Board.


The Chair will call the meeting to order. With great respect and humility, we acknowledge and honour the lands of the Snuneymuxw people. The Snuneymuxw people maintain their profound, unique and spiritual connection to the land through ageless traditions, teachings, stewardship and expressions of reciprocity.

  • That the Agenda be approved.

  • That the minutes from the Regular Board of Education meeting held on January 25, 2023, be adopted.

  • That the Section 72(3) Report from the Closed Board of Education meeting on January 25, 2023 and the Special Closed Board of Education meetings on February 1 and 15, 2023, be received.

Re: Crosswalk Safety

  • That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) refer the correspondence from the Minister of Transportation and Infrastructure to be received and filed.

Re: NDSS

  • That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) refer the correspondence from the Minister of Education and Child Care to be received and filed.

Re: Bayview Elementary Safe Access Concerns

  • That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) refer the correspondence from G. Boutilier to staff for response. 

Re: Facilities Plan/Budgeting Process

  • That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) refer the correspondence from D and A Mahony to staff for response. 

  • That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) receive the Draft Financial Planning and Reporting Policy and circulate as a notice of motion for 30 days, utilizing the consultation process as per Board Governance, Section 1, 2.7 – Policy Development.

  • That the Board of Education of School District No.68 (Nanaimo-Ladysmith) give the School District No. 68 (Nanaimo-Ladysmith) 2022/2023 Amended Annual Budget Bylaw all three readings at one meeting, today, February 22, 2023.

  • A Bylaw of THE BOARD OF EDUCATION OF SCHOOL DISTRICT NO. 68 (NANAIMO-LADYSMITH) (called the "Board") to adopt the Amended Annual Budget of the Board for the fiscal year 2022/2023 pursuant to section 113 of the School Act, R.S.B.C., 1996, c. 412 as amended from time to time (called the "Act").

    1. The Board has complied with the provisions of the Act respecting the Amended Annual Budget adopted by this Bylaw.
    2. This Bylaw may be cited as School District No. 68 (Nanaimo-Ladysmith) Amended Annual Budget Bylaw for fiscal year 2022/2023.
    3. The attached Statement 2 showing the estimated revenue and expense for the 2022/2023 fiscal year and the total budget bylaw amount of $194,734,241 for the 2022/2023 fiscal year was prepared in accordance with the Act.
    4. Statement 2, 4 and Schedules 1 to 4 are adopted as the Amended Annual Budget of the Board for the fiscal year 2022/2023.

  • A Bylaw of THE BOARD OF EDUCATION OF SCHOOL DISTRICT NO. 68 (NANAIMO-LADYSMITH) (called the "Board") to adopt the Amended Annual Budget of the Board for the fiscal year 2022/2023 pursuant to section 113 of the School Act, R.S.B.C., 1996, c. 412 as amended from time to time (called the "Act").

    READ A SECOND TIME THIS 22ND DAY OF FEBRUARY 2023.

  • A Bylaw of THE BOARD OF EDUCATION OF SCHOOL DISTRICT NO. 68 (NANAIMO-LADYSMITH) (called the "Board") to adopt the Amended Annual Budget of the Board for the fiscal year 2022/2023 pursuant to section 113 of the School Act, R.S.B.C., 1996, c. 412 as amended from time to time (called the "Act").

    READ A THIRD TIME AND ADOPTED THIS 22ND DAY OF FEBRUARY 2023.

  • That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) direct the Chair to write to relevant Ministries with respect to its relevant environmental targets, including GHG reduction goals, highlighting our efforts and recognizing Ministry support and requesting funding or other actions to assist the Board in overcoming barriers to meet its targets.

Re: Minor Capital Bylaw Amendment

  • That the Board of Education approve the amendment to Minor Capital Bylaw No. 2022/23-CPSD68-02 to read Capital Bylaw No. Capital Bylaw No. 2022/23-CPSD68-03, reflecting the Ministry of Education and Child Care’s amendment to the Annual Programs Funding Agreement to supplement our electric Bus(es) purchase and additional funds for charging infrastructure.

Question Period is intended to enable the public to obtain clarifying information regarding a current agenda item.


Individuals wishing to ask questions of the Board upon completion of Committee and Board sessions shall do so in writing on the form provided which includes their name, street address and email address.  The individual will be asked to verify his/her self and be afforded the opportunity to read out their own question.  Each individual shall be limited to one follow-up question upon receiving a response. Forms are available in the information rack near the entrance of the Board Room.


If the meeting is being held online, individuals wishing to ask questions of the Board shall type their question in the Q&A compose box on the right side of the screen and then select send. Your question will be read by the Board or Committee Chair.


Questions and responses will be included in the video of the meeting and the meeting minutes and will be part of the public record.
