Re: Wellness Centres

Dr. Wilma Arruda presented the Canadian Social Pediatrics Award to the district's team behind the Wellness Centres at John Barsby Secondary School and the Nanaimo Aquatic Centre.  Dr. Arruda also provided next steps for the Wellness Centres.  This presentation is attached to the Agenda.

    WHERAS Section 65 (5) of the School Act provides that a Board of Education may exercise a power with respect to the acquisition or disposal of property owned or administered by the Board only by bylaw;

    AND WHEREAS:

    1. The Board of Education of School District No. 68 (Nanaimo-Ladysmith) (the “Board”) owns the Forest Park Elementary School site (the “Property”);
    2. The Property is facility number 68037;
    3. The address of the Property is 2040 and 2050 Latimer Road, Nanaimo, British Columbia, V9S 2W5, and the legal description of the Property is:

    Parcel Identifier: 000-255-696; Lot A, Section 17, Range 7, Mountain District, Plan 33741

    Parcel Identifier: 008-882-177; Lot 5, Block 8, Section 17, Range 7, Mountain District, Plan 526

    Parcel Identifier: 008-881-987; Lot 7, Block 8, Section 17, Range 7, Mountain District, Plan 526

     

    1. City of Nanaimo (the “City”) has asked the Board to grant the City:
    2. A specific statutory right-of-way (the “Specific Right -of-Way”) in respect of a water line (the “Works”) located as shown on Schedule A, a copy of which is attached hereto; and
    3. A blanket ancillary access statutory right-of-way for access to the Works (together with the Specific Right-of-Way, (the “Rights of Way”);
    4. The Board is satisfied that the Works will be benefit the Board and that the granting of the Rights-of-Way will not interfere with the Board’s use of the Property for educational purposes.

    NOW THEREFORE be it resolved as a Bylaw that the Board grant the Rights-of-Way;

    BE IT FURTHER resolved as a Bylaw that the Secretary-Treasurer be and is hereby authorized, on behalf of the Board, to execute and deliver all documents required to complete the granting of the Rights-of-way on such terms and conditions as the Secretary-Treasurer may consider advisable as witnessed by the signature of the Secretary-Treasurer.

    This Bylaw maybe cited as “School District No. 68 (Nanaimo-Ladysmith) Forest Park Elementary School Waterworks Rights-of Way Bylaw, 2021”.

    A Bylaw of THE BOARD OF EDUCATION OF SCHOOL DISTRICT NO. 68 (NANAIMO-LADYSMITH) (called the "Board") to adopt the Amended Annual Budget of the Board for the fiscal year 2020/2021 pursuant to section 113 of the School Act, R.S.B.C., 1996, c. 412 as amended from time to time (called the "Act").

    1. The Board has complied with the provisions of the Act respecting the Amended Annual Budget adopted by this Bylaw.
    2. This Bylaw may be cited as School District No. 68 (Nanaimo-Ladysmith) Amended Annual Budget Bylaw for fiscal year 2020/2021.
    3. The attached Statement 2 showing the estimated revenue and expense for the 2020/2021 fiscal year and the total budget bylaw amount of $181,495,237 for the 2020/2021 fiscal year was prepared in accordance with the Act.
    4. Statement 2, 4 and Schedules 1 to 4 are adopted as the Amended Annual Budget of the Board for the fiscal year 2020/2021.

Re:  COVID-19 Update

Superintendent Scott Saywell provided an update on the recent COVID-19 exposures in the district.  Superintendent Saywell also provided an update on the new COVID-19 guidelines in schools and additional supports that have been put in place to support learning.  Superintendent Saywell shared that the District had been selected as one of five public school regional Rapid Response Teams, which will support island school districts. 

There was none. 

Re: Pay Equity

Secretary-Treasurer Mark Walsh provided information on the history of the Ministry of Education's funding around Pay Equity.

    That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) write to the Minister of Education requesting that the Pay Equity Supplement be rolled into the Operating Grant Block for the 2021-22 school year, and distributed equally, and that the block is increased so that Districts currently receiving a disproportionately higher amount of pay equity funds are not negatively impacted.

Re: NDTA Correspondence

    That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) request the Board Chair write a letter to the advertising company to request removal of the Crossroads Pregnancy Centre advertisement outside of NDSS and to request that the advertising company not place advertisements from the Crossroads Pregnancy Centre adjacent to the property of Nanaimo Ladysmith Public Schools.
