The Chair will call the meeting to order. With great respect and humility, we acknowledge and honour the lands of the Snuneymuxw people.     A Bylaw of THE BOARD OF EDUCATION OF SCHOOL DISTRICT NO. 68 (NANAIMO-LADYSMITH) (called the "Board") to adopt the Amended Annual Budget of the Board for the fiscal year 2022/2023 pursuant to section 113 of the School Act, R.S.B.C., 1996, c. 412 as amended from time to time (called the "Act").

    1. The Board has complied with the provisions of the Act respecting the Amended Annual Budget adopted by this Bylaw.
    2. This Bylaw may be cited as School District No. 68 (Nanaimo-Ladysmith) Amended Annual Budget Bylaw for fiscal year 2022/2023.
    3. The attached Statement 2 showing the estimated revenue and expense for the 2022/2023 fiscal year and the total budget bylaw amount of $194,734,241 for the 2022/2023 fiscal year was prepared in accordance with the Act.
    4. Statement 2, 4 and Schedules 1 to 4 are adopted as the Amended Annual Budget of the Board for the fiscal year 2022/2023.

    That the Board of Education of School District No. 68 (Nanaimo-Ladysmith) direct the Chair to write to relevant Ministries with respect to its relevant environmental targets, including GHG reduction goals, highlighting our efforts and recognizing Ministry support and requesting funding or other actions to assist the Board in overcoming barriers to meet its targets.

Re: Minor Capital Bylaw Amendment

Mark Walsh advised that the next step in the process for the District to draw the additional funds from the Ministry of Education and Child Care is for the Board to amend the Capital Bylaw.  An Action Sheet is attached to the Agenda.

    That the Board of Education approve the amendment to Minor Capital Bylaw No. 2022/23-CPSD68-02 to read Capital Bylaw No. Capital Bylaw No. 2022/23-CPSD68-03, reflecting the Ministry of Education and Child Care’s amendment to the Annual Programs Funding Agreement to supplement our electric Bus(es) purchase and additional funds for charging infrastructure.

Re: International Education & Homestay Program 

Trustee Robinson shared the District's need for additional homestay families for our international students.  Trustee Robinson encouraged staff and the community to consider hosting an international student and to connect with the International Education Department for more information. 

The Board Motions Report was received as information. 

Question Period is intended to enable the public to obtain clarifying information regarding a current agenda item.


Individuals wishing to ask questions of the Board upon completion of Committee and Board sessions shall do so in writing on the form provided which includes their name, street address and email address.  The individual will be asked to verify his/her self and be afforded the opportunity to read out their own question.  Each individual shall be limited to one follow-up question upon receiving a response. Forms are available in the information rack near the entrance of the Board Room.


If the meeting is being held online, individuals wishing to ask questions of the Board shall type their question in the Q&A compose box on the right side of the screen and then select send. Your question will be read by the Board or Committee Chair.


Questions and responses will be included in the video of the meeting and the meeting minutes and will be part of the public record.


 

There was one question from Chloe Straw (straw.chloe@gmail.com): Could this petition be presented to our MLA with a request to take it to the Legislature and a sit down with the Ministry of Education that upgrades to NDSS need to be funded.

Answer: The Board of Education has NDSS as its top priority for both seismic and replacement and has already requested expansion. In addition, the Board has just written to the new Minister of Education and Child Care to make them aware of the issues associated with NDSS for both capacity and seismic conditions.  We welcome any community support that we can get to advocate to the province for a replacement of NDSS.
